Welcome to the Cities Skylines trophy guide.

Cities Skylines is a City management simulation game (much like old school SimCity), in which you build a city from scratch and got to take care of its population by managing crime rate, health care and education level among other things. It’s a sandbox game without missions or a story but it has milestones which unlock if you do certain thing which can be viewed as missions and unlock trophies when finishing them.

PASSO A PASSO

Step 1: Build a 100,000 city which runs well and no unique building built.

Start the game, find out what works for you, then expand. Make an extra save slot at 11,000 population. This is important for later. Trophies will start popping all around while you’re working toward your 100,000 population.

At the end of this step, you will have earned the following:

Step 2: Save!

This is a very important step, make a new save game as you will reload this and make your city a living hell to unload milestones so save on a new slot! Now you have a 11,000 and a 100,000 extra save to work with.

You won’t be earning any trophies during this step.

Step 3: Living hell

Play your 100,000 extra save game and delete all police buildings, all garbage recycles buildings. Keep the landfill sites if you don’t have the Professional Dumper  trophy yet. If you already have them, close all of those as well. Put your industry tax on >13% and your residential tax (both of them) on <8% for the Power to the People  trophy. Now let it run on full speed then go away and come later. Lots of milestone will be unlocked related to empty buildings, crime, garbage, death care. Before you cry and want to stop this madness, check your milestones in the in-game menu and see what else you can unlock or help to unlock before you reload your game.

At the end of this step, you will have earned the following:

Step 4: 11,000 milestone and random trophy cleanup

There are milestones and trophies that as you to do something after having at least a population of 10,000. Example: Higher Education Have over 70% of citizens highly educated in a city of over 10,000 people that is 70,000+ in a 100.000 population city, which will be HARD so do those things in this smaller city. Thanks to your big city, all milestones should be available. Thanks to the living hell most should be completed. Now it’s time to focus on the left overs. See the respective trophies details on how to unlock each one.

At the end of this step, you will have earned the following:

Step 5: Monuments

You completed all milestones, way to go! Now reload your original save of a happy 100,000 city. Run it until you got 2.5 million cash to spent. Save (this is important). Now build all 6 unique buildings needed for your first monument (pick any). This unlocks the monument. Now spend the last 1.5 million on the monument, then the Monument trophy  will pop. Now load the game and re-do it for the other 4 monuments and maybe build 15 prisons (see Prison Break ).

Once done, Ultimate City Mayor  should be yours but if not, you messed up in Step 4 so go back and do it again!

At the end of this step, you will have earned the following:

Acquire all the other Trophies

Warning: With the DLCs installed, the Platinum is still obtainable but it’s much harder. The guide is written without the DLCs in mind. In the DLC section of the Roadmap, the DLC impact is mentioned.

As usual, get all the other non-DLC trophies for the game and the Platinum will be yours.

 Pioneer 
Have a population of 40 in your city

This will be your very first trophy for the game but as there is no real tutorial follow these steps:

  1. Build a road.
  2. Assign residential area to the sides of the road.
  3. Make sure the area has water, sewer and power.
    • For electricity, you need to build a power plant or windmill and connect it to the area using power cables.
    • For fresh water, you will need to build a pumping system. Build it upstream so avoid pollution later.
    • For sewer build a drain down stream.
    • Connect the server and pumping system together and then to the city with water pipes.
  4. Now wait for buildings to start appearing.
  5. Remember that people can only move in if you connected your road with the highway.
  6. If all above is done, people will start moving in. 40 is very little it will happen in no time.

Note: You can see on the bottom of your screen, how many people live in your city:

 SIMulated Town 
Purchase a new map tile for the first time

Once you hit a population of 1,000, you can buy a new area. To do so, you need cash but the amount is depending on the area you wish to buy. Go to the in-game menu (Hold ) and select areas. Now you get a zoomed out overview of the map and see square tiles. One is you, and there are 4 tiles which can be selected (by pressing  on the tile) which are connected to your existing tile. Buy one of those (buy again pressing  once the tile is selected) to get this trophy.

 Well Informed 
Have a look at all the different info-view panels

In the game Menu (hold ), select the “Info views” option.

Now you get a new menu on the left of your screen with 20 options, when selecting any your city turns into a heatmap related to the item you selected. Example: How much power, water, wind, traffic, garbage etc. Looking at all 20 heatmaps will give you the trophy.

 City Planner 
Use the district tool to draw 3 districts

You can create districts once you have a population of 350. The district icon will no long be disabled and you can now draw districts with you indicator while holding .

See Lawmaker for details details on how to create a district and assign policies to it.

 Lawmaker 
Apply a policy to a district you created

with the inspect tool hold  to change it in to a district inspect tool. Now select a district (see City Planner on how to make those) and change the policy for this specific district. Once returned to normal game, the trophy will pop.

 Power at Your Fingertips 
Unlock all city services

This will be unlocked when you reach a population of 65,000. You don’t have to build them for this trophy but you do for a milestone to unlock the Cathedral of Plenitude and thus, the monument of the Eden Project.

 Heavenly City 
Unlock Monuments

65,000 population will unlock this trophy. See Metropolis for how to build a balanced city with high population.

 Medic! 
Build the Medical Center Monument

You can build the monument if you built all unique building required. Cost for this monument: $650,000.

Unique buildings required:

  • Lazaret Plaza – Requires 3 weeks of <20% citizen health.
  • Mall of Moderation – Requires average garbage piling per building of at least 25.
  • Court House – Requires crime rate over 50% for 5 weeks.
  • Oppression Office – Requires unemployment over 50% for 5 weeks.
  • High Interest Tower – Requires you to have $2,000 in debt.
  • Sea-and-Sky Scraper – Requires Cargo Harbor and Passenger Harbor.

Use of the monument:

The Medical Center is a facility that works on finding cures for diseases and ailments. It is so vast and efficient that it can easily take care of all your citizens’ health needs. The Medical Center has a helipad and accepts patient deliveries via Medical Helicopters.

  • Patient Capacity: 1,000
  • Ambulances: 50

 A Huge Hadron 
Build the Hadron Collider Monument

You can build the monument if you built all unique building required. Cost for this monument: $ 800,000

Unique buildings required:

  • Statue of Shopping – Requires at exactly $1 in debt.
  • Posh Mall – Requires all tax rates at most 4% for 20 weeks.
  • Colossal Order Offices – Requires education at $20,000/week for 10 weeks.
  • Grand Library – Requires 7 Universities for 10 weeks.
  • Aquarium – Requires 5,000 children in elementary schools.
  • Theater of Wonders – Requires 3 Universities.

Use of the monument:

The Hadron Collider is a place of science. Various research takes place in the facility and it offers education to citizens. A city with a Hadron Collider doesn’t have to worry about education, the facility provides it for all citizens.

  • Education capacity: 1,000,000 of each education step

 Beam Me Up 
Build the Space Elevator Monument

You can build the monument if you built all unique building required. Cost for this monument: $1,500,000

Unique buildings required:

  • Statue of Wealth – Requires $500,000.
  • Transport Tower – Requires 1,000 weekly passengers.
  • Grand Mall – Requires Airport.
  • Opera House – Requires extraction of a total of 3,000 units of natural resources.
  • Expo Center – Requires 2,000 tourists.
  • Stadium – City produces a total of 1,000 units of goods.

Use of the monument:

People near and far travel to the city to see the Space Elevator. This means a huge influx of tourists, who also like to spend money while visiting.

 New Eden 
Build the Eden Project Monument

You can build the monument if you built all required unique buildings. Cost for this monument: $850,000.

Unique buildings required:

  • Statue of Industry – Requires 10,000 squares of industrial zone.
  • Friendly Neighbourhood Park – Requires 10,000 squares of residential zone.
  • Official Park – Requires 10,000 squares of office zone.
  • Business Park – Requires 20,000 squares of commercial zone.
  • Servicing Services Offices – Requires 300 city service buildings.
  • Cathedral of Plenitude – Requires construction of all city service buildings.

Use of the monument:

The Eden Project is a huge glass house, perfect for vast gardens full of exotic fruits and plants. It greatly increases the city profile, making land in the city area more valuable. It also massively reduces pollution.

 Short Fuse 
Build the Fusion Power Plant Monument

You can build the monument if you built all unique building required. Cost for this monument: $ 850,000.

Unique buildings required:

  • Plaza of the Dead – Requires 3 full Cemeteries.
  • Fountain of Life and Death – Requires one full lifetime spent in a city.
  • Tax Office – Requires electricity production of 1,000 MW.
  • Observatory – Requires 1,000 abandoned buildings for 5 weeks.
  • Science Center – Requires 5,000 full lifespans lived in the city.
  • MAM Modern Art Museum – Requires 50% of population highly educated.

Use of the monument:

The power of the stars is within your grasp and the energy problems of yesterday are gone once the Fusion Power Plant is operational. Offers huge amounts of clean energy without the fear of radioactive fallout or other pollution.

  • Power Output: 16,000 MW

 I Want It All 
Unlock every single building in the game

Note that you don’t have to build every single building but that you have to unlock them and only from the main game. There’s also no need for the DLCs but all buildings (including the European maps) are needed to unlock this trophy.

To do this, you need to unlock & complete every milestone. Build those to unlock the monuments. See the following monument trophies for details:

Medic!

There are more milestones that you need to unlock which are not linked to monuments. You can view all milestones for unique buildings via the in-game menu (hold ) -> select milestones () -> go to the unique buildings tab ().

Special note: Arc de Triomphe – 15,000 children in elementary schools

Lots of people have difficulties with this trophy, because it is the hardest one in the list. Having a 200k population doesn’t guarantee 15k elementary level School Children as most of you population will be older. What to do. so have a 160k+ population and make sure you got enough places for kids to learn in. 30+ elementary schools, a Hadron Collider Monument or a bit of both.

Option 1: ‘Kill’ your senior citizens which forced the adults to produce children. Turn off all hospitals but have all budgets for hospitals set at 150% (for cemetery and crematoriums). Also, set education to 150%.

Option 2: Set residential tax to 150 and wait till your population drops to 100k-ish then set tax to <10% and see you city bloom with new young families.

Both options give you a population drop and then boost which adds children to the city which can go to school.

 Metropolis 
Have a population of 100,000 in your city

Growing population is not as hard as it might be. Make sure you monitor the zone type needs in the lower right corner of your HUD. Build those to grow. If you face issues in your city: electricity, water, garbage, crime, fire, health etc., fix those before growing as the problem will grow as well and it will cost lots of money. Remember you can take a loan from the economy menu (accessed from the in-game menu), and use it to manage crisis and negative economy. Don’t use it to grow as you will need it later to manage crises, else it won’t be available.

Also remember to have good access to roads/ships/trains from your industrial areas as traffic will get blocked and industry will close due to it.

 Distroy 
Have more than 10 districts with unique policies

See City Planner on how to create a district and see Lawmaker on how to change policies in a specific district. Now do this 10 times with unique policies so none of the districts can have the exact same.

 City in Motion 
Have 20 transport lines

See City in Motion 2 for details

 City in Motion 2 
Have 50 transport lines

To make a transport line, you got to to into the public transport buildings section and select the type of public transport you want to create a route for (bus, metro, train etc.).

For Buses, select a road to start a route, another road on the map to make a stop and any more stops you want, then return to your starting point to finish the route/bus line. Note that you will need a bus depot ($30,000) before you can do this.

For Metros, you have to build at least 2 metro stations before you can create a route. When creating a route, select a start station, any amount of stop stations (minimum of 1) and return to your start station to complete the route.

For trains, you got to have 2 train stations and have them connected via the train rails. The rest works the same a metro. Make a line from station to station and and again at the start to complete the route.

Transports that count towards the trophy:

  • Train

Meaning you can unlock the following DLC trophies whilst working towards this one:

Having 50 completed/active lines will pop this trophy and having 20, will pop City in Motion.

 Climbing the Social Ladder 
Have a Citizen educated to level 3 from 0

Citizens are basic level 0 when they move in.

Elementary school = level 1 (unlocks at XXX population, costs $10,000)
High school =level 2 (unlocks at 1100 population, costs $24,000)
University = level 3 (unlocks at 5500 population, costs $75,000)

When your first citizen passes university, the trophy will pop. See Higher Education for ways to boost education.

 Unpopular Mayor 
Have 15% happiness

Build small and forget water/sewers and this will really anger your population. There is no need to “hold” it for X years so just start a new game, build a few houses, give them electricity but no water and just let it run then the trophy will pop in a few min.

 Rolling in Dough 
Earn 15,000 per week

On the bottom of the screen, there is you money displayed. Also displayed is your weekly earning/loss. If you hit +15.000 as a weekly earning you’re good. You will hit this before reaching a population of 100,000.

 Frenetic Player 
Inspect a police building 50 times in a row

Select the inspection tool. Now select a police building ( ) then move out (). Do not inspect the same building without doing anything else (), then move out () and repeat 50x in a row the trophy will pop. The first police building can be built after having a population of 1,000.

 Happy Town 
Have more than 95% city happiness for 5 years

POTENTIALLY GLITCHED but in a good way

Your goal is to get the overall happiness of the city >95%. In your information panels (see Well Informed), you can see the happiness per sector (residential, industry, commercial & offices). Your overall happiness is not a simple sum/active sectors. The bigger the sector (the more squares build on the map), the bigger the impact on happiness. Your city overall happiness can be viewed in a chard in your city info menu (also accessed via the in-game menu).

How to make them happy:

Residential: People want to feel safe (police, fire), healthy (health/death care/low pollution) educated (all 3 education levels available Higher Education), have jobs and have room to relax (parks, commercial area’s, monuments & unique buildings).

Industry: Have workers (residential low educated), have good logistics (incoming goods, out going good, enough raw materials etc. harbors and highways help) and enough services (police, fire, public transport, death care & parks).

Commercial: Have workers (residential mid/high educated), have good logistics (incoming goods, out going goods, enough visitors harbor, airport, metro and bus help!) and enough services (police, fire, public transport, death care & parks).

Offices: Have workers (residential High educated and enough services (police, fire, public transport, death care & parks).

The commercial sectors are the most pain full to please. This because you need goods and people transport in and out of the sector and people see shopping as relax time but you gave them 2,000 parks to chill in so why would they go shopping? (yes this really matters)

My advice: Get to 10,000-20,000 population, replace all commercial buildings with offices (the sector in the happiness chart will go to 0% and will not be included into the calculations). Have your Industry be farms so no raw goods are needed, also no pollution is created and the happier the town is. Now the more educated your people will get, the less they care about farms. As soon as farm happiness drops below 90%, remove a patch and keep doing this till all industry is gone so Offices and Residential are all that is left. These are easy, have it on >95% happiness and leave it running but don’t expand at this stage. No one is happy moving into a new town not you, not me not your population in your city. Just be patient and let it run for 5 years to get the trophy.

This trophy is really good to combine with Higher Education.

I thought the Happy Town trophy would be the hardest but it’s actually very easy, because You only need resident happiness over 95%.

 Tough City 
Have the city survive a crime rate of over 40% for 2 years

Note: Remember to save before attempting this trophy so you have a backup in case anything goes wrong.

Remember Step 3 of the Road Map? This is the moment to bring that crime rate up. What you got to do is make people bored, dumb and leave them without police so they push that crime rate up really fast.

For some milestones, you got to get both crime and unemployment to 50% combine these. Remove all industrial, commercial and office zones! (you do this via the zone selection and then press ). If you do that the buildings get decommissioned. Also demolish all police buildings (including prisons). Without a doubt your crime rate will be up enough so leave it running for 2 years, then close all other service buildings to remove jobs. Whilst you’re at it, remove or close all hospitals and clinics and move your water pump next to your sewers and get health <20% for another milestone.

 Fire Watch 
Have 5 Fire Stations

The Fire Station is unlocked once you reach a population of 3,800 and is found in the Fire Department section. By one will cost you $60,000. Once you got 5 on the map in total, the trophy will pop.

 The Safest Town 
Have 5 Police Headquarters

The Police Headquarters is unlocked once you reach a population of 3,800 and is found in the Police Department section. Buying one will cost $60,000. Once you got 5 on the map in total, the trophy will pop.

 Professional Dumper 
Fill five landfill sites

Landfill Sites are unlocked once you reach a population of 340 and are found in the Garbage section. Buying one will cost $4,000. A Landfill Site has garbage trucks that pick-up trash from building and return it to the landfill site. By inspecting the landfill site with the inspector tool, you can see how full the landfill site is. Once a Landfill Site is full, it has a “full” icon above it. Have 5 full landfill sites to receive the trophy. Note that you can empty landfill sites, by either moving garbage from the site to another or by building a incineration plant. If either of those are done, the landfill site will no longer be full and prevent you from getting the trophy.

 Earthloving City 
No water or ground pollution in a city of over 10,000 residents

When you open your info panel on pollution (see Well Informed), you got to have both values on <0.xx% so even 0.98% will get the trophy!

A few things you got to look at:

  • Only build green energy (available from start, advanced wind unlocks at 1900 population)
  • Only have farm and forest industry – unlocks at 700 population
  • Water treatment plant (s) – unlocks at 13,000 population
  • Recycle policy – unlocks at 1,900 population
  • Incineration Plant – unlocks at 5,500 population
  • Eden project see New Eden
  • Trees, lots of them

First of all, only build green energy sources from the start. Have all your industry be farming all the way though. Give the whole city the recycle policy as soon as it’s available to reduce garbage, build incineration plants as soon as they are available then close and empty your Landfill sites. Once empty, remove them and replace that spot with trees many trees! Trees seems to filter the earth. Once you get water treatment plants, build 2 or so and make sure water goes through before they hit the sewer pipe ending and have your drinking water up stream! If you build it right, drinking water pollution should always stay at 0%.

Assuming you did it right you got +/- 13k population and <5% pollution. Now move all your incineration plants to a new site and remove any you don’t need, to give the ground they were on before some trees.

When you hit <2% pollution pause the game, save your game, remove all incineration plants and fill the location with trees. resume the game, within 3 min the trophy will pop (way before people complain about garbage). Now you can load your game back to 5 min back.

The Eden project (see New Eden) will lower the pollution worldwide but you need at least 65,000 population to unlock it, which makes the rest a bigger challenge but in theory you can get the trophy with any population above 10,000.

 Higher Education 
Have over 70% of citizens highly educated in a city of over 10,000 people

See Climbing the Social Ladder on details for education buildings and how to get 1 citizen to level 3.

Now your goal is to get 70% of a 10,000+ population to level 3. First of all, make sure that all school types are available, use the info panel (see Well Informed) to get this info and to help you decide where to place the buildings. There is a policy that favours school over work. Turn this on for all residential areas called Education boost (see Lawmaker on how to do that).

Also if you have it available, the Hadron Collider Monument helps a lot (see A Huge Hadron for details).

 SIMulated City 
Have an area the size of nine map tiles

In the game menu (hold ) go to areas (upper right option). You zoom out and see the areas available to you. You can select an area to see info of that area like connections to the outside world, resources available and how fit the area is for building. Also, you can see how much it cost to buy this area tile press  to purchase the tile. You can only purchase tiles which are next to already owned tiles. Once you own 9 tiles, the trophy will pop. The ability to purchase areas is unlocked once you reach a population of 700.

 Safe City 
Keep the crime rate under 10% for 4 years straight

This will very likely pop when ever you go for a big town but if it’s difficult for you, remember that you can build police stations around your city (see The Safest Town). These have a certain coverage. You can use the info panel on crime rate (see Well Informed) to help you decide where to built these. Note: Unemployment and education, influence the crime rate as well so make sure there are enough schools, work and police buildings to bring down the crime rate.

 Power to the People 
Have the industry tax rate over 5% higher than either residential tax rate for one year

Remember Step 3 of the Road Map? This is a good time to change tax rates (but note that it can be done at any time, once you have unlocked the relevant milestone) and have the industry tax rate 5% above both residential rates. I find 8-12% a good standard but make it what every you feel like: 0-100% is also 5%+ so it counts. To change taxation, go to the in-game menu (hold ) and select economy, then choose the tax tab and set the taxes to whatever you want.

 Make Them Pay 
Have both residential tax rates over 5% higher than industry for one year

See Power to the People for details regarding when and how to get this trophy. The only difference is that this time your residential tax needs to be 5% higher than the industry tax.

 1001 Nights 
Experience 1001 nights in the game

This will take a long time and likely be the last trophy you earn so either play a single game for 150+ hours on full speed or start a new game but don’t build anything and just let it run, thus you can go to sleep and come back since there is nothing to manage. It still does take a lot of hours but you can save and continue the next night if you wish. It takes about 150 hours on full speed (that’s about a full week).

Note: This isn’t bugged but influenced by your population e.g. an empty town has a much faster day and night cycle then a high populated town so the fastest way to get this trophy is having an empty map on full speed and let it run for multiple nights. There is no exact year this trophy will pop, due to the influence on the day/night cycle but is a combination of all your games combined. I don’t recommend installing any DLCs before this trophy has popped for you, due to possible complications.

 Leisure Suites 
Have 1000 squares of leisure specialized commercial zone

See the video for Lawmaker, for details on how to create a district and assign policies to it. In the video, I assigned leisure specialization to the district just created.

Notes:

– You have to build 1,000 commercial squares, because Houses and industry don’t count.
– You need 5,000 to unlock the “Casino” unique building.

 Playing With the Boys 
Have 1000 squares of beach specialized commercial zone

See Lawmaker for details on how to create a district and assign policies to it. Now make the specialization, tourism instead of leisure suites like I did in the video and wait until 1,000 squares are filled.

Notes: 

– You have to build 1,000 commercial squares, because Houses and industry don’t count.
– You need 5,000 to unlock the “Driving Range” unique building.

 Prison Break 
Have 15 Prisons in the city

Once you have a good economy, save the game then build 15 prisons and load the game once the trophy pops. A prison is unlocked once you reach a population of 5,500. The prison can be found in the police department section and costs $120,000.
